Most communications contracts are written around deliverables: A newsletter. A video. A press release. A media buy. The Department of Veterans Affairs' Readjustment Counseling Service (RCS) needed something larger than a list of deliverables. It needed a system.
RCS oversees 300 Vet Centers, more than 80 Mobile Vet Centers, and a 24/7 Vet Center Call Center, all built to help veterans, service members, and their families work through military service-related trauma and readjustment. The care itself wasn’t the problem; trust scores showed that the people who found their way to a Vet Center were satisfied with what they received. The problem was that too many eligible veterans never found their way there at all. Some did not know the services existed. Some assumed they were not eligible. Some said, once they finally arrived, that they wished they had known sooner.
That’s not a campaign problem; it’s a systems problem. That’s exactly the kind of challenge STRIVE3's Mission Acceleration Blueprint™ was built to solve.
STRIVE3 was brought on as the VA's national marketing subcontractor for Vet Center communications, replacing the prior vendor and stepping into a mission with real urgency behind it: closing the awareness gap for a program directly tied to reducing veteran suicide. Over the course of the engagement, STRIVE3 carried the grand majority of the total workload across strategy, creative, and execution, providing the continuity and accountability the mission required.
Strategy: Replacing Guesswork with a Three-Year Plan
Every Mission Acceleration engagement begins by asking what must become true before growth can be predictable. For Vet Centers, that meant answering a harder question first: who isn't hearing this message, and why not.
STRIVE3 developed and implemented a process to measure Vet Center awareness nationally, identifying the barriers keeping eligible veterans, service members, and families from seeking care. That research was not a one-time survey. It was built to be repeatable, structured to produce statistically significant data across a diverse eligible population, and designed to feed directly into the next phase of work rather than sit in a report.
From there, we built a three-year integrated communications and marketing plan, one that could be executed locally, regionally, and nationally, and that used the awareness data to target the specific barriers standing between veterans and care. This is the distinction that separates Mission Acceleration from conventional marketing support: the plan wasn’t built around a single flight of ads. It was built around a multi-year system, evaluated and refined every step of the way, with awareness measured again in each option year to track whether the barriers were actually closing.
Story: One Message, Told Consistently to Every Audience
A 300-location network cannot run on ad hoc messaging. STRIVE3 led the strategic discovery process and built a unified messaging framework, then mapped the customer journey so that veterans, families, referral partners, and clinicians all understood the same thing: what Vet Centers offer, who is eligible, and how to take the first step.
That framework had to hold up across a wide range of formats and audiences. It shaped the weekly e-newsletter reaching RCS employees nationwide. It shaped executive speeches on topics ranging from Vet Center history to suicide prevention to Military Sexual Trauma awareness. It shaped a Vet Center presentation designed for leaders to use with new partners and veterans' groups. It shaped press releases, templated newsletters, and a digital brochure, each one carrying the same story into a different room.
The story also had to reach an audience Vet Centers cannot serve without: the clinicians who choose to build a career there. Awareness campaigns for a mental health resource only work if the resource is fully staffed, so the messaging framework was built to speak to prospective Vet Center clinicians with the same clarity it offered veterans and families.
Activation: A Campaign Built to Run on Every Channel at Once
Strategy and story only create momentum once they reach people, and RCS needed reach at national scale. STRIVE3 developed and managed a national, multi-channel campaign that blended broadcast, streaming, digital advertising, and social content with more targeted tools: search engine marketing, direct mail and email, print advertising in Veteran-focused publications, programmatic audio on relevant podcasts, and electronic media boards placed in VA Medical Centers, military bases, community mental health providers, and USO lounges.
STRIVE3's creative team produced original video storytelling featuring real veterans and real Vet Center clinicians, delivering the kind of authenticity that scripted spots cannot fake. Every asset, from a 30-second broadcast spot to a single media board slide, was built to work independently while reinforcing the same core message rather than competing with it.
Every media placement in this engagement runs through a disciplined approval and reporting structure. Monthly progress reports track cost and status. Monthly evaluation reports assess what is actually working, down to spend, analytics, and engagement across paid media. If a strategy underperforms, the plan calls for a refinement, not a rebuild. That is what keeps a national campaign from drifting into a collection of disconnected placements.
Momentum: Built to Outlast the First Flight of Ads
The Vet Center engagement was structured for awareness to be measured monthly which means the strategy is being tested in real time. It was the foundation behind our Outreach Operating System™ that grew out of our Mission Acceleration Blueprint™.
That is the difference between a campaign and a system. A campaign ends when the media buy runs out. A system keeps learning, keeps measuring, and keeps closing the gap between the veterans who need care and the veterans who know it is available to them.
The result, over the life of the engagement, was a stronger, clearer national identity for Vet Centers: a unified message reaching veterans, families, partners, and clinicians across every channel that matters, backed by data that shows whether the barriers to care are actually coming down. Not a single push, but a network built to keep closing the awareness gap for as long as veterans need it closed.
Why This Matters Beyond One Contract
Every mission-driven organization eventually faces the same question RCS faced: is the problem that people haven't heard the message, or is the problem that there is no system making sure they hear it, understand it, and act on it.
Most organizations reach for another campaign. STRIVE3 builds the system instead, because the goal was never another flight of ads. It was giving more veterans and families the chance to discover the care that was already there for them, waiting to be found.
