And where the Outreach Operating SystemTM fits
The Outreach Operating SystemTM is the Mission Acceleration Model built specifically for organizations funded to reach a defined population and accountable for proving they did. Grantees, county health departments, community services boards, state agencies.
Same four phases. Fixed scope, fixed price, and a measurement layer built around qualified referrals and grant reporting, because that is what those organizations are actually graded on.

VA Readjustment Counseling Service, Vet Centers
Three hundred Vet Centers, more than eighty mobile units, a 24/7 call center, and a problem VA named plainly in the contract: Veterans either did not know the services existed, believed they were not eligible, or wished they had known sooner. In some regions, a high eligible population and a low utilization rate.
We directed and executed the marketing effort end to end. Discovery, strategy, message architecture, creative development, production, and media planning, delivered against a documented quality standard that included Section 508 acceptance thresholds and plain-language readability requirements.

Michael E. DeBakey VA Medical Center
VA knows how to treat PTSD. What nobody had tested under controlled conditions was how to get a Veteran who screens positive, and who is not in therapy, to start.
We produced the six video advertisements that were the intervention in a randomized study of 600 Veterans. VA’s National Center for PTSD was a research partner, its Deputy Director for Education served as co-investigator, and the design was set according to the Center’s research priorities. The outcome measure was receipt of psychotherapy, confirmed by chart review.
